The constituent institute under the Council for Technical Education and Vocational Training (CTEVT), Sahid Netralal Polytechnic (formerly Sahid Netralal “Abhagi” Technical Institute), was formally established on 2nd Ashoj, 2075 (Nepali calendar). This institute is located in a peaceful, green environment at Lamadanda, Ward No. 4 of Sharada Municipality, near Khalanga, the district headquarters of Salyan.

The institute is spread over an area of 34 ropani of land, including approximately 31 ropani donated by local philanthropists and an additional 3 ropani purchased from the local community and donated by the institute’s first principal, Mr. Krishna Bir Nepali.

To realize the national slogan “Skilled Citizens – Prosperous Nepal,” it is essential to provide quality technical and vocational education and training to the youth entering the labor market each year, making them skilled, competent, and entrepreneurial. This will help reduce unemployment and poverty and guide the nation toward prosperity. The Constitution of Nepal (2072) recognizes the rights to education, employment, and labor as fundamental rights. It also mandates that education be made scientific, practical, skill-oriented, employment-focused, and people-centered, with the goal of producing capable, competitive, ethical, and nation-serving human resources who respect labor.

In line with the constitutional provisions and the government’s goal of expanding access to technical education across all 753 local levels, technical institutes have been established widely. At a time when Karnali Technical School in Jumla was the only institute in the entire Karnali Province, Sahid Netralal Bahuprabidhik Shikshalaya was established in memory of Martyr Netralal Poudel—who dedicated his entire life to raising public awareness—through the special initiative of Sahid Netralal Abhagi Memorial Foundation, Dang-Deukhuri, and the joint efforts of educationists, social workers, political leaders of Salyan district, and CTEVT.

To increase public access to technical and vocational education, the institute has been providing services at minimal cost. As a result, students from remote districts such as Humla, Jumla, Dolpa, Kalikot, and Mugu are also studying here.

For the upcoming academic session, proposals have been submitted to the central office of CTEVT to run two additional diploma-level programs: Diploma in Pharmacy and Diploma in Information Technology.
